Research On Post Evaluation Of Dashuiboluo Project For The Datang Linxi Company

Engineering construction project post evaluation refers to the engineeringconstruction project which has completed or has been put into use after a period oftime, the preliminary design of the project construction, project construction process,project put into production after the return, the effect and influence of projectoperation such as systematic and objective analysis and summary of a technical andeconomic activity are the state-owned assets supervision and administrationcommission of the state council for fixed assets investment project an important partof the closed loop control.The evaluation of the project is divided into two kinds, one is the preliminaryevaluation, mainly refers to the engineering construction project’s feasibility studyand preliminary design prior to commencement; Second, the post evaluation, refersto the construction of the project after the completion of the evaluation of the overalloperation after a period of time and was put into production operation evaluation andeconomic benefit evaluation.In this article, through the waters of pineapple wind power project,we conductthe post evaluation research, through the early stages of the project management,construction and production operation three years since2011the operation of theindex and economic benefit evaluation, using comparative analysis, causal analysis,comprehensive evaluation method and many other kinds of analysis methods,comprehensive evaluation was carried out on the construction of the project, todetermine whether the project is to achieve the goal of the expected return on investment, planning and design what needs to be optimized, what problems existin the process management, analyze the reason, sum up experience, for theconstruction of phase ii project investment and provide theoretical basis for similarprojects.The results show that:(1) the project early decision is a success. The projectpreliminary approval in accordance with the Inner Mongolia autonomous regiondevelopment and reform commission (NDRC) project approval procedure, achievethe required levels for examination and approval documents, early compliance: noproblem. Adequate assessment, demonstrates the external environment, the localtransportation, water, power grid planning situation has carried on the strict survey,in the case of various conditions are, to make the decisions of building wind farms,conform to the group company to fully demonstrate the early stage of the projectdecision-making, decision-making to the rigorous spirit.(2) the project constructionprocess control is better. The project management scientific and reasonable,appropriate measures, construction control is better, duly completed, the project costis relatively low budget. Project quality management is better, no safety accidenthappens.(3) the project has a strong ability of sustainable development. Projectconstruction region abundant wind resources, grid better delivery channels,production index is higher than the feasible value; Enterprises have a perfectmanagement mechanism and rules of staffing is complete; Companies operating ingood condition, relatively strong profitability.Therefore, in the early stages of the project management, construction andproduction operation after a period of time of the production indexes and economicbenefit evaluation, analysis, evaluation of whether the project has reached theexpected goals, what else can improve construction process, sum up experience, findinsufficiency, provide a reference for the same type of the construction of the projectafter the basis, to improve project management level, ensure the proposed construction project to be able to achieve their goals.
