Wind energy is a renewable energy with large-scale development value.According to statistics in 2022,the installed capacity of wind power connected to the grid exceeded 330 million kilowatts,accounting for about 13% of the total installed capacity of power generation in the country,and the power generation accounted for about 7.5% of the total social electricity consumption.In sharp contrast to the steady and rapid growth of wind power scale,its project post evaluation is relatively lagging,with objective realities such as short development time and insufficient experience in the evaluation system,and insufficient guidance for the investment direction of subsequent projects.This paper studies the theoretical system of post evaluation of domestic and foreign projects,optimizes and perfects the evaluation indicators and evaluation content based on the preliminary determination of the post evaluation system of wind power engineering projects,uses Analytic Hierarchy Process(AHP)to convert the importance of indicators at various levels into quantitative issues,and calculates the peer and global weights of each indicator layer by layer,thereby forming an innovative and more complete post evaluation indicator system for wind power engineering projects.In order to verify the effectiveness and progressiveness of the evaluation system,this paper selects the ZC wind power project as the research object,develops a questionnaire to collect expert evaluation opinions,applies the fuzzy comprehensive evaluation method(FCE),and calculates the various indicators of ZC wind power project and the final evaluation score of the project.The post evaluation system for wind power engineering projects based on the analytic hierarchy process(AHP)-fuzzy comprehensive evaluation method,which was innovatively constructed in the paper,has made a full process and multi-dimensional effective evaluation of ZC wind power engineering projects.It not only systematically analyzed the project experience and existing problems,but also made targeted recommendations for this project and similar projects.The evaluation scores are consistent with the project evaluation conclusions,which not only verified the scientific and effectiveness of the innovative post evaluation index system,It also provides an effective method reference for post project evaluation of wind power projects in the future,and has a certain significance in promoting the development of post project evaluation theory. |
