With the large-scale development of nuclear power in China, the current nuclear power project is ushering in a new round of development opportunities. The nuclear power preparatory work is very important to the sustainable development of nuclear power. How government makes scientific, rational and approval decision is key to China’s development of nuclear power, and is focused on by the investor and public attention. As China deepens to reform the administrative examination and approval system, the central government gradually accelerates the pace of the decentralization. The administrative examination and approval is gradually canceled and decentralized to improve existed management system of examination and approval. The energy project nuclear power plant requires for the State Council approval in the "government approved investment projects directory". Therefore, the nuclear power construction and approval decision-making in the approval stage is the focus of the whole approval process.The study researches the examination and approval of nuclear power construction in the approval of investment decision-making stage, and establishes nuclear power construction approval decision-making index system. The nuclear power construction approval decision model based on combination weighting and TOPSIS method is constructed. And the establishment process and application are discussed and researched. It is known that nuclear power construction is characterized by high risk and high target. Based on nuclear construction characteristics and approval decision-making theory, this study constructs investment decision-making as follows. Firstly, nuclear power construction approval decision situation is analyzed to the fact that present system of nuclear power plant approval decision index is not perfect and decision-making system lack of scientific decision-making model. Then, The factors Influencing nuclear power plant construction decision-making are identificated and analyzed. The preliminary decision-making index system is constructed by using fishbone chart. And the preliminary index system is screened to the final decision index system of nuclear power plant construction project by using expert consultation. The index weight of decision index system is determined according to the combination weighting method. Finally, the study constructs nuclear power construction approval decision model based on intuitionist fuzzy TOPSIS, and apply the model to practical calculation case. The government can determine the merits sorting of approval decision objects through the above model to make examination and approval decision.From the perspective of the government, this study researches nuclear power construction and approval decisions in the approval stage under the background of the State Council comprehensively deepen the reform of administrative examination and approval system. This study innovatively establishes nuclear power construction decision index system and constructs scientific approval decision model to solve fuzzy and defective approval standards situation. The research results can provide theoretical support and practical reference for the government departments to approve the decision of nuclear power construction.
