| As the reform of government functions was further promoted,the optimization of planning permission approval has been explored and practiced in various cities.Studies have focused on issues from the aspect of administrative management such as establishing an information approval platform,joint approval,and simplifying approval materials in China.However,there is still no broad and mature consensus on the content of planning permission.Therefore,it is necessary to review and analyze research and practices of planning permission in China and instigate the experience of approval management about examples of overseas,which provides a theoretical and practical basis for the management of planning permission and optimizes the approval of planning permission.Some district is located in the city center of Foshan where real estate is the main form of house property.As a result,it makes a huge amount of construction applications and the approval of planning permission.This study found that many revisions of application materials were made during the process,as well as low pass rate and unsatisfactory construction effect by reviewing the planning permission approved from 2016 to 2020.Through in-depth analysis,it showed that the unclear boundary of planning permission led to excessive content of permission,and complex approval standards and insufficient accumulation of technology made it difficult to pass the planning permission examinations.It also showed that wrong management ideas led to too many revisions of application materials,as well as unsatisfactory construction effects due to lack of control of the architecture design.This study is based on the theory of “reform of government functions”,service-oriented government,and process re-engineering.Aiming at solving the problems mentioned above,this study reviewed the content of planning permission from the perspective of urban planning,townscape,public rights,streamlining administration and delegating authority,etc,and found out the basic idea of solutions including strengthening the management of the control on the general lay out and architecture design and weakening the approval of the layout of single buildings.As the method of “5W2H” was employed,it suggested creating the method of segmented review of the layout of single buildings,by improving the mechanism of joint review and changing “review” to “record”,combining with the experience of approval management at home and abroad.It also suggested that to promote the optimization of planning permission approval,we should establish the responsibility of market subjects,strengthen the regular supervision,strengthen the publicity and guidance,build up the integrity system,and so on. |
