In recent years, the State Grid Corporation has repeatedly presented the strategic concept of accelerating the construction of robust smart grid so as to solve the problem of "weaknesses at both ends". As one of the key issues in the "weaknesses at both ends" problem, distribution network management requires not only scientific management theory and methods, but also a management model that is systematic and efficient. In the context of Zhejiang Electric Power Company’s strategic deployment, the present status of dispatch and repair management system of the Jinhua city-level distribution network was studied, and the problems were pointed out, such as the unclear equipment management responsibilities, unreasonable institutional settings, complex business processes and the weak management capability in emergency repairing, which undermined the system reliability and repairing efficiency. To solve these problems, an integrated optimization study of the Jinhua city-level distribution network was carried out in this thesis, taking into account the characteristics of the grid structure, network facilities and the network users.The following three aspects were studied from the point of view of the scheduling management system and the repair management system. First of all, three alternatives for equipment direct dispatch scheme are designed via the analysis of the property rights, operation mode and the operator’s professional qualification in order to rationally extend the scope of direct management of the Jinhua city-level distribution network. Secondly, with the integration of the three departments of the network dispatching operation, the 95598 customer service and the 110 low-voltage emergency repairing, the integrated management organization structure for both dispatching and emergency repairing is set up; Thirdly, by optimizing the various processes of system dispatching, the daily maintenance and emergency repairing, the integration of distribution network control and emergency repair management is achieved; the times of repeated user power cuts throughout the year are decreased; the arbitrary changes in the connections of system branches are eliminated. Finally the implementation effects was analyzed and compared with before. The result shows that the integrated optimization scheme designed in this thesis can not only enhance the distribution network security management and control, but also greatly increase the system reliability and repair efficiency. The integrated network control and emergency repairing system is especially suitable for the city-level distribution network and it provides a feasible construction scheme for the Zhejiang Electric Power Corporation.
