As one of the important goals of the smart grid construction, distribution automation improves power supply reliability and distribution network production management level of ascension. The main construction and the reconstruction of distribution network circuitry are the important means of construction. The current distribution network automation has realized automatic isolation, distribution network fault recovery, and other functions, make a big step for the smart grid construction. After fault in distribution network, however, how to sent a unified command, allocate resources, timely repair work is not in construction. Intelligent power distribution operation management is dependent on the distribution network fault repair, only through a scientific and efficient management can guarantee the power supply service quality, to make a reliable distribution network power supply system. State grid corporation according to the actual demand for electric power company, gaive the distribution function of emergency command platform construction standards. According to this standard and closing to the actual need, power companies completed distribution network emergency command platform research and development work, which for distribution network fault repair can provide a unified platform for the command.Based on the distribution network production and repair,for application of the core, the distribution network fault repair, resource management and decision-making,this platform provided information platform support. It collected a variety of distribution network information fully, unified data management platform, and optimized the information resources, which completed the general management of distribution network repair. Distribution network emergency command platform adopted B/S architecture, through the data bus finishing data interaction. This paper realized the distribution network fault repair,95588 customer service, scheduled outages analysis, resource management and daily work.Distribution network emergency command platform exchanged information with the distribution network automation system, electricity information systems,95598 system, production management system, GIS, GPS systems and CIS through the server-side data bus, according to the SC-CIM, IEC61970/61968-CIM specifications. In the event of power grid failure, the system obtains fault equipment information from the distribution network automation system, with a real-time screen to the personnel on duty, through the grid model. It informes the affected users via 95598 system, provides repair resources inventory such as vehicles, shift position, working conditions and suggests the best resources combination. Commanders through GPS function and mobile office can dynamically check the repair schedule. Scheduled outages analysis exchanges information with PMS through which to complete the analysis of the scope and power users. Fault repair involves the repair team, repair spare parts and repair vehicles. System manages resource and timely makes emergency repair. Platform is in accordance with the closed-loop management, which follows the state grid standards and can provide a standard process and data operation. System can make customers according to actual needs to set up process, define the interface and system business.Distribution network emergency command platform made full use of the power distribution in the production of production information, spatial information grid model and equipment information. Scientific management of distribution network production promotes the technical innovation, standard management and maintenance. The platform running successfully, improves the labor productivity and the comprehensive management level of power supply enterprise. Users get more high-quality service. That has a very positive role for realizing the strategic target of smart grid.
