As the smart power network construction accelerates in China, power distribution automation construction has also been gradually introduced onto the agenda as an important basis of smart power network. Based on the prediction, power distribution automation will occupy around 40% of the investment structure of smart power network. Year 2014 to 2016 will be the "booming period" for the industrial need. The total investment will be over 150 billion RMB in 2020.As an important part of smart power network, power distribution network construction is the key to raising power distribution network efficiency, enhancing power distribution reliability, elevating service level and realizing information interaction. Currently, the trend of power distribution network development is to focus mainly on optical fiber communication, and secondarily on carrier transmission and wireless communication. The present situation in Anhui is to use majorly optical fiber communication and wireless communication as a supplement. Such a way of combining the two methods has achieved satisfying operation outcome and gathered certain experience.This paper comes from the actual project of power supply enterprises. Firstly, it describes the background and significance of the project, based on which it analyzes the current status of the distribution communication network, the demands of distribution automation for information transmission as well as the application prospects of various means of communication in the distribution grid by comparison, such as EPON, MV PLC, wireless, etc. Secondly, taking the construction of distribution network automation in Hefei into consideration, the status quo of communication network has been analyzed. The paper elaborates on the structure and functions of Hefei distribution automation system and analyzes its requirements for communication systems. With integration of the actual project, basic structure and plan has been determined, i.e. the communication mode using passive EPON technology as the main road, and a clear three-tier network program has also been constructed. This paper then elaborates on the specific design work, including transformation of primary equipment, EPON access and wireless public network construction plan, construction programs of communication cable, equipment selection, etc. Finally, the project design has been verified to meet its design goals through efficiency analysis. Moreover, it has achieved good benefits with practical significance and good reference value.
