China’s management of construction enterprises still stays in the traditional empirical model, having no appropriate implementation of modernized project management. Engineering construction presents itself as an industry of high risk. Construction enterprises are confronted with various risks such as the fraud risk in the bidding stage, the quality, safety, schedule and financing risks in the construction process and the consequent risk of major casualties and profit reduction. Therefore, in the environment of China’s large scale of infrastructure construction, construction enterprises are faced with not only opportunity to develop but also significant risks. As proper risk management and effective control and avoidance of risk is a fundamental guarantee for the normal development and even the survival of the construction enterprises, it has been a form of forced for construction enterprises to carry out the management of construction project risk.At present, China’s research in risk management primarily focuses on the project risk management, which includes several risks that are involved in a certain project. They might be the owner risk, the government risk, the contracting risk or others. We conduct a comprehensive evaluation in these risks and obtain a risk level of the project itself. However, project construction phase is the main risk of the construction enterprises. The current research in risk evaluation model is majorly realized with mathematical modeling, which, given the current theoretical capability of the managers of Chinese construction enterprises, is difficult to apply to the practice of risk management of construction project. This article discusses the simple risk management and control model that construction enterprises would be able to operate in the construction project.
