Residential community is the basic unit for people to live. It’s also the carrier of basic social contradiction. Upon the reform and opening of China, we have experienced the transformation of housing supply policy, from the early unit housing system, to housing commercialization and at last, the affordable housing policy. Nowadays, housing is mainly provided by developers. However, with the accelerated pace of urbanization and the increasing mobility of the community population, the neighborhood has gradually weakened, and the sense of community identity and sense of belonging is also gradually lost. Anyway, The development of information technology and widespread application of mobile Internet has provided new ways to promote the community social network construction, to innovation community residents to participate in new ways, and to improve the supply of community service. The purpose of this paper is to explore the impact of the use of information technology on community social capital, and put forward suggestions for community planning and construction.This paper first introduces the concept of community social capital, and summarizes the research of domestic and international research on community capital. Community social capital is its core to social capital, it plays an indispensable role to improve the efficiency of the operation of community services, to promote community development, and to enhance the level of community harmony. Based on the comprehensive reference to the domestic and foreign community social capital measurement system, the author has put forward 6 dimensions of the community social capital and its measure questions. The 6 dimensions are:community social network, social support, trust, community participation, community cohesion and sense of belonging. The influence of information technology on community social capital is based on the following theory:to Inhibition, to promote or to compromise.In the empirical part, this paper studies three types of residential community:the traditional unit community, commercial community and affordable community. The contents of the questionnaire include the following parts:residents’ information technology usage, the residents’ satisfaction with the community built environment, the social capital of the community and the social and economic attributes of the residents. Firstly, we make comparative analysis of indicators of different communities. Then we building structural equation model, use community built environment satisfaction and length of residence as control variables, information technology usage as independent variables and the community social capital as dependent variables. We find out that:community information platform has a positive impact on community social capital, built environment satisfaction and length of residence have positive impact on community social capita], network activities level produces negative influence on community social capital. In addition, we make confirmatory factor analysis among the six dimensions of community social capital and find out that community social networks, social support and trust, community participation, community cohesion and a sense of belonging are interrelated.Finally, according to the result of quantitative analysis and field research of some residential community, the writer puts forward three community construction directions in the future, which includes the smart construction and operation of community, the improve of community built environment and the construction of system and culture. In the smart construction of community, we suggest promoting the diversification construction of community information platform, constructing the online virtual community and enhancing the level of service to the community so as to enhance the level of community social capital overall.
