China is in a period of rapid development of urbanization, and building energy consumption is gradually increased, accounted for 27.5% of total energy consumption of society terminal. To promote the "two types of social construction and urbanization of green development, the Chinese government is fully implementing the development of energy-efficient building and green building. As one of the biggest energy hogs in existing buildings, public buildings have become the primary target. The government has adopted lots of incentives and funding policies to promote energy saving reconstruction of existing buildings. At present, the reconstruction of existing public building is being developed from the individual buildings to urban areas. This study selected the existing public buildings in hot summer and warm winter region of Guangxi as the research object, and a series of reconstruction policies and measures applied to this region were created through theoretical research and practical case studies.Firstly, theoretical research of energy-saving existing public buildings in hot summer and cold winter region was studied. On the one hand, envelope energy-saving and renewable energy application technologies which are adaptation to climate, low cost of renovation and superior energy-saving effect were summarized combined with climatic characteristics of this region and economic conditions. The main technologies include promoting heat-reflective coatings of exterior wall, exterior vertical greening, and heat-reflective coatings of roof, roof sunshade, window film or outer film, shading facilities of external window, solar water heating systems and solar lighting systems. On the other hand, energy-saving implementation of reconstruction was analyzed, including energy-saving single public building energy-saving public buildings and urban areas.Subsequently, this paper selects two large public buildings (a library and a planning museum in Nanning) and public buildings in Baise as energy-saving public buildings cases focused on the transformation of monomers and urban areas study respectively. By field test, building energy consumption simulation method for the retrofit scheme design, energy-saving targets to achieve energy saving approaches were studied. In these two public constructions, on the basis of indoor environment testing to determine the important transforming, combining with the characteristics of building function and the use of choosing energy-saving transformation technology. Through the energy consumption simulation software (DeST-c), this paper carries on the quantitative evaluation of energy saving effect for reform measures, in combination with reconstruction cost optimization. To ensure complete expected transformation area and achieve energy saving effect, urban regional public building retrofit scheme research in baise based on status and reform goals, considers energy saving effect of reduced area to reform capital allocation. On the basis of case study, as office buildings, schools, hospitals, science and technology style class buildings were selected in detail research and transformation of energy conservation, the city public building energy efficiency retrofit scheme is determined.Finally, this paper summarizes the results of theoretical research and practical case studies respectively from monomer reconstruction of public buildings and urban regional public building both for energy saving reconstruction strategy of hot summer and warm winter region in Guangxi. Among monomer transformation strategy, energy saving retrofit scheme design process, reconstruction of energy saving technology selection methods, energy-saving economic costs, which are three aspects of energy saving effect balance method. Regional urban public building energy efficiency improvement strategy also includes three aspects, the urban area energy saving retrofit scheme design route, the transformation task to carry out the way and the energy conservation goal. The purpose for constructing energy-saving reform strategy is to improve the public building energy efficiency in hot summer and warm winter region in Guangxi, also to provide the reference for public building energy transformation in other provinces and cities which are in the same climate region.
