With China’s rapid economic development and the enlargement of scale of buildings, the comfortable indoor thermal environment has become more and more necessary, All of this abstraction comes at a cost of large amounts of energy. As a part of house, the scale of public housing extends continuously, and it has become a new field of the building efficiency, Especially in the Hot summer and Warm winter area. We should consider energy consumption of the public housing while also acting in the economics. Introduce the new energy saving technology to the public housing can promote the common development. So select the most optimal technical proposal,which is up to the basic requirements in security, comfort, environmental protection and durability, but has a significant advantage in technically and economically, is necessary for improving hermal technology performance of building envelope and reducing the energy consumption.The main purpose of the study is to combine theoretical analysis method with empirical analysis and establish a set of scientific and reasonable targeted index system, which can evaluate the technology economic of the common energy saving technology, and comes up with relative policy suggestions. The specific research contents mainly include five parts:Based on the analysis of the recent developments of efficiency technologies of exterior walls at home and abroad, analyzed the construction status and energy requirements of public housing building envelope in Hot summer and warm winter zone;Described the building energy saving basic theory and exterior wall insulation scheme, etc; Through the investigation and study, determine the energy saving technology and related parameters, choose typical flats and use of building energy consumption simulation software DeST-h to calculate the all-life-cycle energy consumption;Comprehensive factors such as comfort, environmental protection, this paper establishes an all-life-cycle energy saving technology analytical approach of public housing building envelope in Hot summer and warm winter zone, And using the analytic hierarchy process (AHP) to evaluate the difference schemes;Based on the actual analysis results, combined with the climate characteristics of the hot summer and warm winter area, puts forward some Suggestions for investors in energy saving technology selection, green building materials development and market-access rules.The result of the research shows that by using a certain energy saving technology the external walls of the low-cost housing can achieve the summer heat insulation effect in hot summer and warm winter area. The initial investment costs of the self-thermal-insulation technology and most of the insulation mortar technology can be offset through energy saving in period of life. The external wall’s self-thermal-insulation energy-saving technology has the strongest economic advantages, which can withdraw the investment in about3to5years, ceramsite concrete block and autoclaved aerated concrete block are comprehensively optimal; Thermal insulation board technology can’t offset total investment through the benefits of energy saving in the area of low-cost housing; Part of the insulation mortar technology can offset total investment through the energy saving benefits and powder polystyrene particles thermal insulation mortar and vitrified beads inorganic thermal insulation mortar are comprehensively optimal. It is suggested to widely use the self-insulation technology. Finally, put forward some suggestions such as enhancing the green building materials research and development, cultivating "environmental friendly functional building materials", regulating the market access discipline, promoting the cohesion of building materials industry and construction and so on.This research has positive effects on the development of economic evaluation work and the use of energy-saving technologies in hot summer and warm winter area. The established calculation model and evaluation method provide a quantitative analysis tool for related decision-making departments, and the relevant policy Suggestions can promote the sustainable development for the building materials industry and building industry.
