Study On The Optimization Of Project Development Procedure Of Datang Duolun Shisanlitan Wind Farm

Strongly developing the wind power and other renewable energy industries is the strategic measure of tackling the climate change and advocating low-carbon and green economy in our country. For more than a decade in the past the Chinese government adopted a series of supporting policies which have greatly promoted the wind power industry. Hence the wind has become the third largest power resource in China. However, due to the disorderly wind power development,uncontrolled seeking opportunities by the big power utility companies, the incomplete development procedures(such as that the development procedures at the preliminary stage of wind farms are not meticulous and rigorous enough) in the wind power market, the under-emphasis on following the government policies and not enough attention on abiding to the development procedures by the developers, some wind farm projects have seen poor development efficiency and predictability which seriously lowered the project’s anti-risk ability and profitability.This paper, taking Datang Duolun Shisanlitan Wind Farm as an example, makes research in four chapters on the optimization of the development procedures at the preliminary stage of wind farm, proposes specific measures to optimize the development procedures in dealing with the problems such as low efficiency, unscientific decision making and poor rigorousness etc.Chapter 1 presents the background, purposes, methods, subjects, the related articles and theories for the research. Firstly it introduces the basic information of Datang Duolun Shisanlitan Wind Farm and mainly describes the problems the wind farm company is facing in relation to the internal development procedures, such as being not suited to the policies of the nation and the regulations of the company its self, lacking some necessary links while containing some unnecessary elements, and some important elements to be more meticulous etc. All of these could make the wind farm development go twists and turns, create low efficiency and hinder the profitability to be realized finally. Therefore it is highly necessary to better and optimize the wind farm development procedures at the preliminary stage.Chapter 2 describes the development procedure and current situation of the development works. It details the main jobs required by the development, the department duties related and the procedures content based on the jobs required. Problems have been sorted out by combing and analyzing of all the links or elements of the procedure in connection with the policies of the government and the requirements of the superior companies. And the reasons for the problems in the procedure have also been discussed in two aspects — Consciousness aspect and behavior aspect.Chapter 3 describes the structuring of the optimization of the development procedure at the preliminary stage of Datang Duolun Shisanlitan Wind Farm. All the process links---the Planning and site selection, project setting up, project approval, land acquirement before construction, construction permission acquirement etc. are optimized according to strategy, systematicness, adaptability, refinement and scientificness principles. And the ultimate purpose is to avoid risks and maximize the profitability of the project.Chapter 4 describes the safeguard measures for the optimization of the procedure mainly including of improving institutional mechanism, setting up evaluation system, enhancing employees training and fostering idea of continuous improvement.
