Study On The Current Conditions And Countermeasures Of Rural Dilapidated Houses Transformation In Building A New Countryside

The rural area of China is the centralized area with the most poverty population. In remote rural areas, a considerable number of poor farmers living in dilapidated houses. These farmers can’t afford to build houses. To solve the problem of poor rural families housing security and improve farmers’ living environment, since 2008 the government began implementing rural dilapidated houses transformation. Dilapidated houses transformation is one of the rural housing security policies, it through subsidies to poor rural families a certain amount of money to implement the dilapidated houses renovation. The dilapidated houses renovation project is not only related to the survival and development of poor farmers, but also related to the stable development of rural society. Thus, to study the dilapidated houses renovation has deep signification of theory and practice in China.This study adopts literature method, interview method and questionnaire method to analysis the present situation of dilapidated houses transformation in Heishan town of Shangzhou district. I found a series of problem in this study, for example, poor farmers don’t have a strong desire to participate in the dilapidated houses transformation project, the communication between famers and village leaders is insufficient and the problems of sustainable livelihoods remain unresolved. In order to solve above problems, this paper analysis dilapidated houses transformation from the following aspects: Firstly, from the angle of farmers to analysis the main factors of farmers’ wishes of participation in the renovation of dilapidated buildings. Secondly, analysis local government executive ability in the renovation of dilapidated building. Thirdly, analysis farmers’ main body functions in dilapidated houses transformation. And then, analysis the problems of poor farmer’ sustainable livelihoods. Finally, some corresponding suggestions are put forward on the basis of above analysis: strengthen policy propaganda strength, perfect the corresponding policies, enlarge policy support dynamics, mobilize the farmers enthusiastic and strengthen supervision and management. All these reflections are expected to provide some useful references for the dilapidated houses transformation in the future.
