Under the background of globalization, the impact of disaster is not limited in a certain area, and it will spread to the whole human society. So the disaster is a big challenge faced by all human beings. In such circumstances humanitarian logistics should get the attention from the whole society, and it is necessary to carry out humanitarian logistics research. When disasters occur, the humanitarian network nodes often face the risk of potential disruption. At the same time, network resilience is the essence of network properties, and it can achieve rapid response and recovery in face of disruption. So this paper study the humanitarian logistics network resilience based on the research of humanitarian logistics theory.1. According to different claims on resilience from different scholars and resilient factors of business, this paper extracts the influence factors of logistics network resilience through referring to the relevant literature and using the Delphi technique. Then it analyzes the humanitarian logistics network resilience with interpretive structural model. The layer order structure which comes from ISM shows that humanitarian logistics network resilience depends on three core capabilities and a support condition, which are absorbing ability, recovery capability, ability to adapt and vulnerability.2. From the perspective of recovery capability, this paper establishes the humanitarian aid repository location resilient decision model. Then the numerical example is solved using Matlab, the results show the humanitarian aid repository open situation in the case that operating costs and the expected recovery time cost achieve the optimal result under dealing with the interruption of different risk. When decision makers consider dealing with some kind of disaster, it provides a certain degree of reference for choosing humanitarian aid repository at the optimum cost. Furthermore, this paper gives the cost decision line in interrupt case, which provides decision makers with a reasonable tool for cost inputs in disaster relief.As a result, a reliable theoretical basis for the research of improve the humanitarian logistics network resilience is provided. And the study is of great significance for resisting potential humanitarian logistics network interruption and reducing casualties and economic losses in disasters.
