The development of small cities has made outstanding contributions to the process of urbanization in China, but behind the rapid growth of small cities, the speed of the consumption of land resources is quite amazing. In the current case of shortage of land resources, and incremental growth slowed down, the small cities stock space optimization has become the focus of development. Development zone as an important economic development and the spatial expansion carrier of nearly 20 years to small cities, its internal industrial land has become increasingly prominent in the face of various problems, the redevelopment of development zone is undoubtedly an important way for small cities function improving and space saving. But the industrial land redevelopment research is rare, according to the characteristics of the small cities.This paper take the Zhaoyuan Development Zone as research object, through field research and questionnaire investigation of industrial land in urban development zone, take evaluation from the aspects of space, economy, ecology, and society, summary evaluation system and method, provide the reference for scientific planning and effective guide to the small cities optimization of the stock space.The paper is divided into four parts, five chapters. The first chapter mainly for basic research, mainly elaborates on the research background and significance, definition of the concepts, the theories of reference, related research progress at home and abroad. The second and third chapters as the research subject, mainly for the judgement of the timing and mode in the redevelopment, according to the characteristics of small cities development zones, analysising characteristics and existing problems in industrial land of small cities development zones, to make goal of redevelopment, and build the evaluation method. The fourth chapter of the thesis is applied research, taking Zhaoyuan Development Zone as an example, to judge the type of redevelopment model, and then to evaluate the development of each industrial block, and put forward the planning measures. The fifth chapter is the conclusion part, summed up the main conclusions of the small cities development zones industrial land redevelopment, pointed out innovations and shortcomings in the research, and provided a reference and planning experience for future study.In the study of redevelopment goal, according to the development stage and the characteristics of space position of the development zones in small cities, analyzing the opportunity and the mode of the redevelopment. According to the existing problems of industrial land in the development zones, such as spatial distribution is unscientific, low strength of land development, industrial land and residential land mixed, environmental pollution, the goal of redevelopment is determined from four aspects, which are spatial optimization, economic efficiency, ecological security and social development.In the study on the evaluation system, combined the unique geographical features of small cities development zones industrial land with redevelopment goals, constructed evaluation system from four aspects of space benefit, economic benefit, ecological benefit and social benefit. The space benefit including space layout and space environment, economic benefits including industrial orientation, input output and intensity of land use, ecological benefits including resource consumption, pollution emissions and recycling, and social benefits including safe operation, provide employment and independent innovation.In the research of application, combined with the characteristics of Zhaoyuan Development Zone, increasing the proportion of social and ecological benefits, using some qualitative indicators to make up the vacancy of the research data, to made a modification and adjustment of the previous evaluation system. According to the evaluation results, puting forward countermeasures for the redevelopment.
