Scientific technology is one of the most important productive forces. Its development and advancement often bring people great changes of the way of both life and manufacturing. In the first 21st century, the development of network and video technology promotes the widespread applications of the video monitoring systems. In industry, traffic and security, video monitoring systems have been widely used and brought great convenience to the manufacturing way and human life. Taking the electric power system for example, the detection of electrical equipment and their operation status can help to discover and handle accidents in time. This not only improves the automation level of electric power management system, but also enhances the reliability and security of power operation. However, in the areas including high altitude district, remote mountainous zones, and regions being lack of communication facilities, the development of the monitoring system has been in a very slow process. In recent years, the rapid development of wireless communication technology, especially the growing maturity and wide coverage of 3G networks, puts forward a new solution to the establishment of a monitoring system for these areas.3G network with high speed, large capacity and high quality, can fully meet the requirements of transmission of monitoring information, as well as video information. With the aid of 3G communication networks, the remote monitoring systems get rid of the limit of communication lines and can help to achieve real-time monitoring at any time in any place. Especially, in the high elevation airport where I worked, the remote monitoring system has important applications in solving the problem about monitoring points scattered and being difficult to offer manual maintenance.In this paper, the design of power distribution monitoring system based on CDMA wireless technology and the existing of WCDMA communication technology is proposed to realize a new generation of wireless video monitoring system. This system employs C/S architecture by combining with USB camera, Linux embedded system, H.264 video compression technology, and RTP transport protocols. These technologies are widely used now. The final system has realized the video collection, coding, sending, receiving, decoding, and displaying the real-time information of place at the remote computer screen. This paper analyses the software framework and hardware design of the monitoring system including video acquisition technology, data transmission process, and the design, and implementation of computer software. Finally, the thesis summarizes the main work and demonstrates the scalability of the system. In practical applications, the well-design of the electric power monitoring system remarkably improves the working conditions of workers in this region, guarantees electricity supply, and promotes the economic development of the region.
