With the rapid growth of electricity demand, the transmission lines are expanding across a large number of cities, towns and villages. Duing to people's inadequate activities some external damage events happen accidentally, which lead to the damage to transmission lines and related facilities. So the responsibility for safe operation of transmission lines is significant. In the current situation, we must take effective measures to prevent the various accidents of external damage so that the development of a stable, reliable real-time video surveillance system has great practical significance and practical value.By analyzing the the requirements of real-time video surveillance system, an monitoring system based on embedded system against external damage for transmission lines is presented in this paper. The equipment of the system fixed on power tower and collected diagrams of the nearby construction site, and sends those diagrams to monitor sever and user management center to make a judgement of the line's damage by the administrator. And then the administrator will send abnormal pictures to mobile phones of staffs, and control the equipment play audios for reducing the damage accident.The system's hardware is intergrated by various equipements including a embedded hardware platform based on ARM + DSP, 3G wireless communication module, camera, speaker, amplifier and so on. Meanwhile, duing to the requirements of independent power supply, we complete a solar power system by designing solar module power, battery capacity, voltage parameters, and photovoltaic power management controller circuit. And because of equipment installation requirements, we design the boxe and the fixture for the hardware system. Finally, we assemble the whole hardware system. The system's software is based on the modular programming ideas, by using multi-threaded and Socket programming technology. It achieved the function of monitoring node devices,including image acquisition, compression and transmission, speaker alarm, command transmission, PTZ control of camera. Also.By using MFC library to develop the software of the user management center, we could send the montoring pictures to staff by MMS. Meanwhile, image preprocessing technology is studied for the future image recognition.Finally, by inatalling the system on power tower, we carry on a test for the whole system, including solar power supply system, the software'function of monitoring node modules and the MMS software of user management center. The application value of the system is testified.
