Hydrologic career is the matters vital to national well-being and the people's livelihood. Video surveillance system make great effort to promote hydrologic informationize. This system provides vivid video information for lead to make decision timely and correctly. Moreover it improves work environment of observation and measure, reduces workers. The system makes it possible that work position no more need workers or need a few. Especially in surveillance to flood, it is should be avoided that information can't be transmission timely. If communication is interdiction, people's lives and possession would be damaged enormously. So the key to flood prevention in modern times is that information about flood can be transmission quickly.The paper analyzed several video surveillance mode based on hydrologic at first, and compared wireless microwave transmission and CDMA/GPRS transmission in video surveillance system. Considering the actuality of Tianyuan city hydrologic system, I bring forward resolve scheme about wireless videosurveillance system. The scheme makes full use of existence network environment, add locomotive surveillance spot, collect video data from digital/analog camera, and save the data in portable computer. With CDMA/GPRS Internet connection card, portable computer can be connected with the center of flood prevention director by Internet. Locomotive video can be carry up with developed FTP transmission tool, then the lead in the center of flood prevention can see hydrologic video at every spot in watershed. Third dimension grid subject map can be created with hydrologic data through GIS analysis. It provides intuitionistic reference and data analysis foundation for flood prevention. At last, the software was synthetically tested in many facts in given test environment. The test results of many difficult network proved that live video can be transmission through CDMA/GPRS wireless net, and the speed of transmission and the quality of video satisfy basically the need of hydrologic flood prevention.Video surveillance system is synthesis application of multimedia technology, computer network, industry control and human intelligence etc. it is developing toward digital, system network, management intelligence. With video surveillance system, Hydrologic career information communication and report timely on flood prevention can make the center of lead clear about flood situation, water situation, rain situation, and disaster situation completely. Integrated backup data make it facilitated to analysisand research, provide quick and effectual scientific basic for flood prevention and going to help, and make it come true that the judgment for flood prevention and going to help prove to be scientific and modernize. Hydrologic video surveillance will change the old situation that is many people but low efficiency and lag information and safeguard people's lives and national property.
