With the rapid economical development, the way of transportation in the city cannot meet the growing travel needs. Quantities of the cities built subway become more and more in our country. Subway operating mileage increases ceaselessly year by year. Metro brings many conveniences. But at the same time, there are more and more accidents occurred during the operation of the subway. Safety of subway operation has become an essential topic in every country who has subway. In the process of subway operation, people, especially staffs,who are in management, control and execution of the subject position. In the subway operating system, people is the main body of the normal operation in the system. In the operation of the subway accident investigation, the most proportion of the number accidents factors is human error. Therefore, there are important practical significances of research human error factors of subway staffs for improve the system operational level and regulate employees behavior and reduce the accident.This paper first introduces the development of subway in China present situation. Then on the statistical analysis of one hundred incidents in the Beijing subway operating finally concluded that the largest proportion cause of subway accidents is staff errors. According to the accident cause theory, human factors theory and practical investigation, analysis of the urban rail traffic of human factor’s features, this paper dividing affected factors of subway safety operation four factors. It contains human factors, equipment factors, management factors, environmental factors. Through interpretative structural model method (ISM) to analysis these influence factors and the inner link, conclude these factors、pass class time structure. In reference literature of urban rail transport for human security evaluation system, the metro comments of senior management experts and relevant laws and regulations, the establishment of a subway operator’s system for safety evaluation index system based on the establishment of structures, principles and methods is built. There are four primary indexes and ten secondary indexes and twenty-three the third level indexes. And this article using AHP to determine the weight of each index and structure judgment matrix. And then this article using analytic hierarchy process MATLAB software to verify the consistency of the judgment matrix. Through consistency check and get each index weights and weighting order at last. Then on the basis of fuzzy mathematics, it using fuzzy comprehensive evaluation method, establishments a model for a subway operation human safety fuzzy evaluation security. Finally, it using examples to validate the feasibility and operability of the model and people-oriented measures are proposed.
