The nature gas is a kind of safe, highly-efficient, economical and environmental green energy resource, which can optimize energy structure and enhance energy security. The main measures of natural gas import are pipeline transportation and LNG ship transportation. This article only studies LNG ship transportation. LNG shipping process can be divided into three parts, namely the LNG loading at the export port, LNG sea transportation and LNG discharging. The LNG loading and discharging are very special and pivotal. If there is some leakage during handling, it will cause seriously consequence which is immensurable. With the increasing amount of LNG import and export, research on the safety of LNG shipping has become a hot spot.Formal Safety Assessment (FSA) is a structured, systematic approach, aiming to strengthen the protection of human life, health, environment and property at sea. Under the impetus of the IMO, FSA method has been widely used in ships and sailing environmental assessment, sea accidents and its potential risk prediction and prevention, human factors analysis, etc. In this paper, study is carried out according to the hazard identification, risk assessment, decision-making suggestion steps of LNG ship loading and unloading safety on the basis of actual situation.The article has achieved the risk identification of LNG cargo handling and established cargo handling security evaluation index system according to personnel, ship, management and environment aspect by searching the documents, counseling experts and analyzing LNG ship’s cargo loading and discharging system and process. At the same time, the article has utilized fuzzy theory to establish a LNG ship loading and unloading security assessment mathematical model which can determining factor weights and membership degree of evaluation set by investigating experts and using analytic hierarchy process and the article has also used the fuzzy comprehensive evaluation method to quantitatively assess handling safety of LNG ship. Through the evaluation results, the security situation of LNG ship can be easily seen. Policy recommendations are put forward from personnel, ships, and management and environmental aspect for LNG ship loading and unloading security, which has a certain theoretical and practical value of LNG ship loading and unloading security.
