Research On The Effectiveness Of The SAR Cooperation For The Sino-Russian Boundary River Waters

The navigable area in the Sino-Russian boundary river is quite long in mileage with many rivers and lakes within the jurisdiction and a dense water network. Since no bridge has been constructed across the boundary river up till now, the boundary trade along the river largely depends on shipping. Due to its low costs and large capacity, ship transportation boasts great advantages in the transportation for the boundary trade. However, the rapid current of the boundary river as a result of the many mountains and few plains along both banks, the increasing of the period of floating ice each year, also the great difference between the SAR system of China and Russia has greatly increased the difficulties in maritime SAR more than the SAR of inland river.This paper studied the international status quo and existing forms of ice countries rescue cooperation, found the general principles ensure the normal operation of the search and rescue cooperation; This paper introduces the international convention on search and rescue cooperation and the characteristics of the law between China and Russia; Put forward the general characteristics of effective search and rescue work; Ensure that forms a natural boundary between China and Russia was established by applying the analytic hierarchy process, the effectiveness of the search and rescue cooperation regular work schedule, risk disposal, cooperation mechanism, resources sharing these 4 kinds of factors, to identify the 10 for search and rescue cooperation had a greater influence on the effectiveness of indicators, including search and rescue meeting, search and rescue exercises, personnel exchanges, the focal point distribution, the rescue plan, medical treatment, forms a covering, working language, search and rescue facilities, search and rescue on duty. The sino-russian boundary river search and rescue cooperation effectiveness evaluation model was established based on fuzzy comprehensive evaluation method; Through case analysis and evaluation of the current situation of the current search and rescue cooperation; On the basis of the above analysis and research, advances some Suggestions on increasing the effectiveness of the search and rescue.
