With the development of domestic construction industry, the project scale and technical complexity have been increased. The traditional Design-Bid-Build mode has difficulties in construction process control, which leads to poor construction performance. In order to enhance the value of the projects and meet the requirements of owners, we should focus on the innovative applications of project transaction mode. So, our government has implemented a number of policies to promote the development of delivery modes, e.g.Guidance about Developing General Contracting and Project Management Enterprises. In accordance with the experience of foreign projects, the Design-Build mode as one of the general contracting modes, which market share has been increased 50% and also has better performance than DBB mode in cost, time and quality. Thus DB model is adapt to the modern construction market development and which can help new engineering projects to improve the performance contracting model performance. Therefore, our DB generally contracted project performance evaluation study has practical significance at this stage.In terms of DB performance evaluation, compared to the foreign research, the domestic research is focused on the theoretical level, where is little scientific evaluation system and empirical analysis, and also has limited in the indicator selection and weight set aspects, which is not conducive to enhance the intrinsic value of the project. Therefore, to explore a suitable DB mode performance evaluation system for our country to innovate trading model development project is very important. In conclusion, this paper try to propose a scientific DB mode project performance evaluation system, and put forward suggestions on how to effectively excavate the potential of the project performance.This paper is divided into six parts. The first part is introduction of background. Part 2 by defines the meaning and its pros and cons of DB mode, combined with the value engineering theory, agency theory and transaction cost theory to analyze the potential savings in DB mode period, lower costs and ensure project quality, which can effectively improve the performance of the project performance. Meanwhile, according to the results of domestic and foreign DB model project performance evaluation literature, on the basis of comparative analysis of our existing DB mode evaluation of project performance, such as evaluation system is not complete, localized index selection, the lack of empirical research and quantitative research in performance evaluation method, etc. Part 4 set a more comprehensive and integrated evaluation on the basis of the existing literature, using AHP to break down the objects into 5 indicators and 12 secondary indicators.; the use of fuzzy mathematical theory proposed a combination of qualitative and quantitative fuzzy comprehensive evaluation method, which eliminates part of the subjectivity. After the completion of the model, this paper applied it to the DB mode performance evaluation project, and combined with the Shenzhen Metro Line project case, by the method of empirical analysis to verify the applicability of this performance evaluation model. Finally, this paper put forward with some relevant proposals for the better performance of DB mode in the future.The innovation points of this paper are embodied in two aspects:First is the construction performance evaluation index combined with the value engineering theory, which contributes to the overall value of the project. Second is using the fuzzy mathematics principle for the performance evaluation is helpful to carry on the quantification analysis to the abstract concept.
