The real estate has become a hot topic of people in the town talk of the streets. Real estate industry not only affects the rapid development of economic and society, but also closely related to the life of the people,so the study of real estate in the present situation has its important practical significance. As a commercial behavior, the real estate industry to pursue a larger profit understandable,but with the new market economy and the establishment and improvement of the new order,real estate enterprises in the fierce competition in the market economy,to get good and fast development,then it should be integrated into the cost control,quality control, service improvement,schedule,and other related factors.Through the long time comparison analysis,we conclude that the cost control is the most effective measure to improve the comprehensive competitiveness of real estate enterprises,control the quality and progress of the project and reduce the cost effectively. Real estate projects and the general project is not the same,it has a very special feature. For real estate projects in the whole process,the project development and delivery of the use does not mean that all work has been done,then,there are maintenance,operation,legal risk control and other cost control process,these are all need to consider. Real estate development will be in a dynamic process of change, it is a continuous integration,development of a variety of production information work tasks. So it is a very important task to coordinate and manage the cost of the project.First of all,this paper characteristics of real estate development project,and with the help of the relevant theoretical knowledge of project cost management, using the in common use in the world of management to analyze the characteristic of real estate project life cycle and the operation cycle;then based on the actual situation in Shouguang City Baron in the international community and the second phase of the project,the comprehensive analysis of the project the key links of cost control measures. As the saying goes:"the cost is not out of control,is planning to come out." Therefore,only to establish and improve the cost management system, so that the cost of control to return to the scientific and reasonable track,in order to achieve a multiplier effect.Through the investigation and study of Shouguang City Baron in the international community and the second phase of the project,we found,Shouguang City Baron international real estate group after many years of management practice, has established a set has its own characteristics of the project cost management pattern,form the system of cost management organizational structure.But from the current situation,the company wants to achieve better economic and social benefits, in terms of cost management measures,there are still some problems,need to continue to improve. For example,the organizational structure of some single,a department at the same time,a variety of tasks,can not be responsible for. In addition,the cost of management is more dispersed,not to form a systematic management;information processing is more fragmented,can not be fully utilized; the internal cost management system is not perfect,there is no clear incentives,etc.. If you can not solve these problems,then it is bound to hinder the company’s sustainable development. In addition,in the solution of the problem is not merely a "factual",should also from a wider field of view and wider range to solve the root causes of these problems,only in this way can we completely solve the problem. Therefore,this paper based on the company’s cost management present situation proposed the improvement plan:first,adjust the organizational structure,clear the responsibility of the personnel and the development of the company’s cost management system,a clear incentive regulations. Second,set up the target cost management system based on the cost target.Third,the establishment of the operation management process system,the daily work process,to ensure the efficiency and quality of the work.To develop a good system and the system is not enough,we also need to improve the relevant security measures to smooth implementation and ensure the implementation effect,so the scientific and reasonable division of labor and the use of modern information management tools to manage the project development process of internal and external information and other measures are also particularly important.Through the continuous accumulation of the company’s various cost management information,so as to gradually improve the enterprise’s information database,to the company to carry out the project to provide accurate, comprehensive reference information,and then to the enterprise accurate and comprehensive estimation of the project’s cost to provide strong support. Through the implementation of these optimization measures,Shouguang City Baron International District of the second phase of the project cost management will certainly breakthrough,enable enterprises to achieve sound and rapid development.
