Research On Public Service Facilities Planning Of Small Towns Of Farm Tourism In Heilongjiang Province

In recent years, relying on the development of tourism has become a new development model of domestic small towns. Tourism brings development to these small towns, which also puts forward new demands to their facilities and layout, especially to tourism-related public service. Tourist towns existing public service facilities’ inadequate allocation and unreasonable layout can’t suit to the demands of tourism development. Therefore, improving the rational allocation of tourist towns’ public service facilities and improving the rational layout of public service facilities, is one of the effective ways to break through the bottleneck of the development of small towns.Heilongjiang Province has a large number of farms, and many farms rely on modern agricultural production, developing their farm field gradually into small farm-distinctive towns. These small farm-distinctive towns have good natural environment and rich tourism resources of modern agriculture. In recent years, in order to achieve further development of the small farm-distinctive towns, many of them began to try to develop farm tourism and attempt farm tourism as a new pillar industries other than agricultural production. Ultimately changes small farm-distinctive towns from developing by a single ordinary agricultural production to developing by farm tourism.Small towns of farm tourisim in Heilongjiang Province is a particular type towns, which developed by modern agriculture tourism. Its public service facilities includ Basic Public Service Facilities and Tourism Public Service Facilities in two parts. Relying on agricultural production development advantages, these farms generally have better basic public services, but lack planning and construction of farm tourism services which provide for farm visitors.For these cases, the paper launched a research on planning of public service facilities of small towns of farm tourisim in Heilongjiang Province. Firstly, reference analysis includes the classification and configuration of small towns of farm tourisim public service facilities, location and layout of the public service facilities of small towns of farm tourisim, relationship between farm tourism and public service facilities of small towns of farm tourisim, and summarizing practical experience of outstanding cases at home and abroad. Secondly, under the guidance of the relevant theoretical and practical experience, the paper by selecting three typical farms in Heilongjiang Province which include Erlongshan, Hailin and Ningan farm towns, conducts field research and analyzes and reflects allocation and layout issues of their public service facilities. Through analyzing farm residents and tourist behavior characteristics and the satisfaction and demand of the public service facilities, it provides a realistic basis for the planning strategy. Finally, aiming at the problems of public service facilities of small towns of farm tourisim in Heilongjiang Province, combined with all of the above analysis, I put forward to the corresponding planning principles and planning strategy from three aspects, which are allocation optimization, layout optimization and implementation of management.
