BT project plays an important role in social infrastructure development and the governmental infrastructure administration capability improvement. This article aimed to summarize systematically various kinds of BT Contractual model, which are BT model, Investment & Construction BT model, General BT Model, and other different BT models which was developed as per the project specialty and Clients ?characteristics.Under BT model, it has been a tendency that design firms open up the general contracting business via investment. During the phase of investing decision and project administration. The risk management is the difficult issue which BT contractors must face. The topic of this article is to discuss how the design firms make decision on investment and do risk management.The introduction of this article mainly introduced the study target, suggestion, and research status in China and other countries regarding the BT risk management. Chapter two introduced the goal setting, risk identification, risk analysis, evaluation, dispose and monitor of BT project. Chapter four, Delphi Method was used to evaluate the risk, and Document retrieval was also used to draw out a Risk Decisive and Evaluative Model for the Incomprehensive BT Project Model of FSDI Multifunction Building Complex, and proceed the evaluation as per the model.
