Our country is in the stage of rapid urbanization, the city faces the press of the transfer of rural labor to the urban.In the process of rural population transfer to the urban population, the problems that should be solved at first are living and employments.Because of the high prices of the city housing and no enough public housing provided by the government, Many migrant workers choose to live in the urban village which represents informal rental housing of is the most comment form.In face of the urbanization, our country puts forward the strategy of new-type urbanization, which emphasizes people foremost in the process of urbanization.They put forward the corresponding policy which takes floating population into account in housing security policy. For example,in 2012, Ministry of housing said in “public rental housing management approach” that Migrant workers who match the requirement can apply for public rental housing.Then in 2013 “the five regulations of new country” and in 2014 “National new urbanization plan”,that both mention that will take floating population into account in housing security policy. But in terms of the present situation of our country, there is little effect and impact in our country’s housing security policy about floating population, it doesn’t formed a complete security system.In the sight of urban village, which was thought to be dirty, chaotic, poor and the cancer of the city, it has become the real security housing, it has provided a habitat as an inform rental housing. Urban village provides low threshold for entrepreneurial space and low cost living area for people who has low incomes and satisfies the living requirement of floating population.
