Research Of Measures To Accelarate Highway Construction In Heilongjiang Province

Studying on the measures to speed up the highway construction in Heilongjiang Province can provide a reference for future highway construction management.Based on the analysis of domestic and foreign research results, the actual situation of “Three years of battle” of highway construction, and the various macroeconomic measures to speed up the highway construction in Heilongjiang Province, 179 bridges in Jian-ji expressway had been the examples to put forward the detailed measures of the bridge construction management. The statistics on every division engineering quantities of all bridges were carried on according to construction drawings.In 2010, compared with the original schedule, the actual bridge engineering construction was delayed, as a result, the new weekly schedules for bridge engineering were made in December, 2010 by employer, Engineer and contractor and the quantities to be finished in each week was specified. Contractor made a written commitment to the default in progress,which was related to economy penalty. The assessment for completion of the construction would be carried on weekly, the fine for loser was executed. Employer also carryed on the inspection to weekly schedule according to the submited commitment and imposed the criticism and a fine to those who failed to complete the construction achedule in order to mobilize the contractor. The weekly bridge construction progress inspection appered the effective results during installing beam and slab. The work surface for pavement of cement concrete and asphalt concrete was created, and the highway bridges in major line of expressway were completed on schedule. Aiming at the construction tender of Jian-ji project, which adopted preliminary design, and the quantities between preliminary design and construction drawings design was different at large degree, as a result, some quantities could not be measured and not be paid timely after the construction of bridge engineering.The checking to tender list, drawings list and the expected amount to ensure the bridge construction funds.The research metioned above showed that accelerating expressway construction, taking finance measure and subcontracting management were positive macro-measures. Finally, management for bridge construction progress, making weekly progress schedule according to the overall schedule and inverted schedule, and executing schedule earnestly and imposing the penalty or recombined project to the losers, were all effective measures.
