Research On The Subcontract Management And Quality Control In Expressway Construction Projects

In recent years,the general contracting enterprise of expressway project construction not only solves the intermittent shortage of the enterprise's own construction resources,but also performs the highway project contract better through the project subcontracting management mode.However,many new problems have arisen under the subcontracting management mode,such as the imperfect subcontracting management system,the low overall quality of subcontracting staff,illegal subcontracting of projects,subcontracting and so on,which seriously affects the economic benefits and reputation of highway construction enterprises.At the same time,the quality problems under the project subcontracting management mode have also brought tremendous damage to national interests and people's lives and property safety.In order to strengthen and standardize the construction subcontracting management activities of Expressway projects,ensure the quality of highway projects,and eliminate subcontracting and illegal subcontracting,the state has also promulgated relevant laws and regulations,such as "Measures for Subcontracting Management of Highway Engineering Construction"(No.685 for Highway Delivery[2011]),the "Law of the People's Republic of China on Tendering and Bidding","Highway Law of the People's Republic of China" and "Construction Workers".The Regulations of Cheng Quality Management and so on provide a certain material basis for Expressway subcontracting management and quality monitoring under subcontracting mode.In this paper,the management and quality control of subcontracting projects are discussed through relevant theoretical methods,starting with the statusquo of subcontracting management and quality control at home and abroad.Firstly,this paper defines some basic concepts of subcontracting management and quality control of Expressway projects,expounds the connotation,basis,source of subcontracting management mode,definition and classification of subcontracting management,definition,particularity,subcontracting quality responsibility and tools of subcontracting quality control,etc.Secondly,it makes an important analysis of the subcontracting management ofExpressway projects.Firstly,the current situation,existing problems,causes of problems and the relationship between subcontractors and other responsible subjects of expressway project subcontracting management are elaborated;secondly,in order to solve the present situation and existing problems of expressway project subcontracting management,the design concept of optimizing countermeasures is put forward,and the principles of optimizing countermeasures design,personnel post formulation,and 5.The relevant content of W2 H method is analyzed,and according to the principle of 5W2 H method,the existing problems of expressway projects are recirculated and feedback,then the final problem optimization countermeasures are obtained,and the optimization countermeasures are worked out.Then the performance evaluation of the plans is carried out,and the corresponding incentive and guarantee measures are put forward.Thirdly,practical cases are introduced to apply the optimization countermeasures design of subcontracting management to the cases.According to the order of "existing problems-Analysis of the causes of problems-5W2 H method of circular feedback-obtaining the optimal Countermeasures-formulation scheme-Evaluation of program performance-incentive measures",the subcontracting problem in the case is solved.Thirdly,this paper makes a comprehensive analysis of the quality behavior,quality problems and the solutions to the quality monitoring problems under the subcontracting mode of Expressway projects,which lays a good foundation for the following discussion.Finally,by citing practical cases and applying the principle of value engineering to optimize the changes of subcontracting quality monitoring schemes,functional analysis,cost analysis and value analysis are made for the two schemes.In addition,the factors affecting subcontracting quality are analyzed by using the permutation diagram method of quality control tools,and the main,secondary and secondary factors are found out.General factors and countermeasures are put forward.It is found that the subcontracting management and quality control of Expressway play an important role in the construction of expressway.However,some methods of subcontracting management and quality control of expressway are not mature enough compared with other projects.Therefore,it is meaningful to activelyexplore subcontracting management and quality control of Expressway projects.
