Study On The Influence Of Engineering Design Changes To Costs And The Management In Highway Construction

With the vigorous development of the national economy, highway quickly becomes a sign of modernization of transportation industry. Government keeps on investing in the highway project construction increasingly. However, due to its characteristics, there will be a variety of changes different from the project implementation plan and widespread design alterations, which affect the usage of construction projects costs directly and make highway construction project costs difficult to control. Therefore, aimed at the status of design alterations of highway construction project, this paper analyses the influence of design alterations on the construction project, and puts forward management measures for design alterations from the points of view of the owners. It includes as follows:(1) based on the cost composition of highway construction projects and the basic concepts of engineering alterations, the causes and principles of engineering alterations have been summarized;(2) according to in-depth investigation and analysis of the current situation of engineering alteration of 12 highways in Shaanxi Province, the influence law and main factors of engineering alterations to the construction cost have been gotten; and the influence of the whole and item projects engineering alteration costs on the construction project cost have been analyzed based on the Zi-Jing highway project;(3) according to the engineering alterations data of 12 highways in Shaanxi Province, a detailed analysis on the proportion of effect of the design alteration costs of the subgrade engineering, pavement engineering, bridge and tunnel engineering and appurtenant works (house-building, greening, mechanical and electrical engineering) have been made; the main content of the alteration have been made clear and the factors mainly affecting the design alterations have been quantified through the research on the typical design alterations;(4) according to the quantitative data analysis, the current situation of the design alterations management in highway construction project have been concluded; from the owners'point of view, the implementation details of management measures have been put forward, and the great, larger and general design alterations management measures and treatment in the construction project have been made clear.This paper entirely relies on the status of design alteration of highways which have been constructed or are being constructed in Shaanxi Province, sums up the influence laws of design alterations on highway construction cost through the analysis, and summarizes the reasons for design alteration. It provides the basis for construction costs controlling, has instructive significance on the practice.
