| As put forward on the 18 th CPC National Congress of the advanceme nt of "four modernizations" which are large industrialization, informatization, urbanization and agricultural modernization, and the contradiction between the urban motorization level with the shortage of land resources, urban atmospheric environmental pollution of vehicle exhaust emissions caused more and more be taken seriously. While many developing experiences of the domestic and foreign proved that priority to the development of urban public transportation is one of the most effective and most direct means to solve the urban traffic problem. In 2004, the state council promulgated "about the opinions of the development of urban public transport priority", which officially put the city public transport priority development as a national development strate gy. In2012, "the state council thecitypublic transport priority developmentguidance" was issued,which had furtherguided andimpliedthe work of priority development ofcitypublic transport,to promote the healthy development ofleading thepublic transport industry.During more than ten years of the implement of the strategy, the city public transport priority has made a long-term development, but the priority vary from city to city, and the development level is uneven, the gap between the level of development and the reason still need further study.This paper firstly analysis the draw lessons from the domestic and foreign scholars on public transport priority to the development of related research results, combining with the relevant theory of urban public transportation, giving the definition and connotation of "public transport priority". At the same time around the necessity of "public transport priority" and the target of the development status of public transport priority at the present stage in China, provides the theory basis for the establishment of the evaluation index system of urban public transport priority development level Secondly, on the basis of theoretical research, in accordance with the principal of science, systematic, relatively independent, objective, and the operational. From the macroscopic and microscopic dimensions, fully construct the indicators of three level evaluation index system of urban public transport priority development level by policy priorities, planning scientifically and way preference and technical services for the guidelines, priority to public transport, public transport operation line network density, the share rate of bus lanes proportion, the average delivery speed for 15 elements, etc. Meanwhile, on the basis of the domestic comprehensive evaluation method at present, establish the principal component analysis, grey relation analysis and evaluation method of grey comprehensive evaluation for the system; Finally, select the domestic different regions, different economic development levels of four representative cities to carry on the empirical analysis, draw on the analysis of four urban public transport priority development level, and reversely trace the cause for this difference, providing the basis for the next step to develop countermeasures. |
