The Study On The Role Of Government To Perform Its Duties In Suzhou Public Transport Priority Development

Public transport is an important city infrastructure, and a public welfare undertaking which is relative to the country's development and people's daily life. The government should provide public transport, because it belongs to quasi-public goods. In recent years, with the rapid development of the city economy, the remarkable improvement of people's living standard, and the sharp rise in motor vehicle quantities, it caused the rapid expansion traffic demand, and increasingly city traffic congestion problem. The essence of public transport priority is people preferred, which has been proven to the effective way of solving city transportation problem. The government should play a leading role in the development of public transport priority.At present, Suzhou made some achievements by accelerating the development of public transport priority. On this basis, the article points out the present situation of current government's absent in public transport priority, such as lacking of scientific plan, the city's infrastructure construction, economic support and management capability. Then it analyses the reasons of this problem, and introduces feasible experience of domestic and overseas governments. At the end of the paper, it proposes suggestions to optimize the role of government to perform its duties, through the way of principle, regime and operation.
