With the rapid development of economy and the accelerated process of urbanization, there is increasing demand for urban infrastructure construction. Despite the increasingly big investment at the infrastructure construction from the government side, the rapid growing need of people could not be fully satisfied. Therefore, in the infrastructure construction, merely relying on government investment is far from enough. BT mode, as an efficient and swift financing mode, can promote the development of the infrastructure construction and contribute to the development of industrialization and urbanization through broadening the financing sources and relieving short term financial pressure facing by the government. However, there are various risks regarding to the BT mode and it is crucial for the investors to recognize and evaluate these risks in their decision making process.Based on 318 national highway rerouting project with BT mode in N District, H City as the real research program, this thesis lists out and analyzes all the risks facing by the investor and put forward solutions accordingly so as to provide certain decision making basis for the investors.This thesis is comprised of seven parts.The first part is introduction, mainly elaborating the background and significance of the research, summarizing current BT mode project risks study at home and abroad, and putting forward the research approach, method and innovation points of this thesis. The second part mainly introduces related theory of BT mode project and risk management, including the advantages and disadvantages of BT mode, the characteristics and three major procedures of risk management, i.e., risk identification, risk assessment and risk response. The third part introduces the background of 318 national highway rerouting project with BT mode, including the project general information, local economic conditions, financing mode of this project, major investors and the implementation method of BT mode in this project. The fourth part lists out all major risks facing by investors in this BT mode project through adopting Delphi technique plus checklist method and experts rating system. The fifth part mainly evaluates these six major risks listed in the above part. Fuzzy integrated evaluation method is adopted and through evaluation, the risks fall into range of acceptable. Then Analytic Hierarchy Process method is adopted to fix the risk level in terms of criterion layer and index layer and calculates the influential extent of various risks to this project through comprehensive ranking method. The sixth part presents respective solutions to the risk factors listed above. The last part summarizes the thesis through putting forward the research result and future expectation.Through the analysis of the risks facing by investors in 318 national highway rerouting project with BT mode, this thesis is expected to provide certain decision making basis for the investors, and serve as reference for the investors of the future projects with BT mode.
