| Photovoltaic power (referred to as "PV") is an important strategic emerging industries. Promoting PV applications has important strategic significance in optimizing the energy structure, ensuring energy security, improving the ecological environment, changing the energy utilization way in urban and rural areas. Distributed PV can be applicated in a wide range and has broad application prospects in the fields of urban and rural construction, industry, agriculture, transportation, public facilities, etc. Application of distributed PV is important force not only to promote energy production and consumption of the revolution, but also to promote the steady growth of economic and structural adjustment reforms, benefit to the people’s livelihood. Therefore, China attaches great importance to the development of distributed PV, and innovative mechanisms are proposed to promote the application of PV.The paper cleared the concept and characteristics of distributed PV, mastered the history and current situation of distributed photovoltaic power generation in China by referring to a lot of literatures. At the same time, after studying the post-project evaluation method carefully, the paper applied it to distributed PV projects,combining with the characteristics of distributed PV.The paper developed a method of post-evaluation of PV projects based on the post-evaluation of thermal power and wind power projects. It selected two representative projects from a large number of samples of distributed PV projects:Jimo project and Haikou project, and made two innovative research by comprehensively evaluating the implementation process, environmental impact, financial analysis, and sustainability analysis.1) accessed the method of improving the economic benefits in the future by analying the results of the post project evaluation.Each index of the system efficiency and factors influencing the outcome were deeply studied in this paper. Based on the analysis of research data, it was found that dust was the reason causing the low system efficiency, Increasing the cleaning frequency in the future will significantly increase the economic benefits of the project.2) Using the method of environmental economic evaluation, social benefits including economic benefits and environmental benefits were calculated.The financial indicators of the two projects showed that the financial indexes of the project are lower than expected. that indicates poor economic benefits. However, considering the environmental benefits, the social benefits of PV projects were obvious.Meanwhile, the paper proposed two key recommendations for supportive policy measures.1) Attach great importance to the pre-feasibility study of distributed PV project and make sure it is truthful and reliable. Especially the output and input of power for upstream and downstream are particularly important, which requires to set the power consumption level of users well in downstream, and to ensure the power is indeed to sent out to the grid in upstream. Power absorption is the key constraint of fast and large-scale development of distributed energy.2) Distributed PV power, as a sunrise industry which reduces proportion of coal consumption, promotes the sustainable optimization of energy structure and reduces air pollution, need to be supported by policy instruments made by government, to improve the level of the use of renewable energy resources. |
