The safety of navigation ships directly affects not only the effectiveness of the port and the crew’s safety, is also related to the sustainable development of the port. Zhoushan Port is composed by many islands, with A wide range of sea, long shipping routes, complex hydrological conditions and high traffic density. With Ningbo Zhoushan Port rapid development of the economy of shipping, the number of import and export ships has continued to increase. In 2014, the port throughput of Zhoushan reached 347 million tons, about 678,000 inbound and outbound ship trips. Meanwhile, With the improvement of functional zoning Zhoushan Port, bulk, crude oil, liquid chemical, container and other terminals have been put into operation, the ship types increasing and the tonnage class growing increase the complexity of Zhoushan waters. A large number of vessels with different scales, various speed and Maneuverability uneven that leads to anchoring ships and steadying ships very hard, and increasing the danger of accidents of the Waters. Safety is the eternal theme of navigation work, safety is a state, that is, through continuous hazard identification and risk management process, reducing personal injury or property damage and maintaining it at an acceptable level or below. In this paper, based on the characteristics of Zhoushan waters navigable environment, using FSA to assess the security status of harbor anchoring risk and mooring steady safety of Zhoushan Port, which can reduce the probability of accidents Zhoushan waters danger, improve navigation area resources use efficiency and improve navigable waters Zhoushan order maintenance.In order to evaluate the scientific and effective navigation safety risk analysis Zhoushan Port, the paper refer to the "Zhoushan Port domain channel and anchorage Plan", combined with Zhoushan Port 11 different functions for each port location and characteristic, and based on Zhoushan Maritime Bureau area classification and regulatory situation, the whole water region is divided into Zhoushan Port in northern, central and southern three regions. In this paper, three different areas of navigation safety risks are assessed. Secondly, these regions on the basis of risk management research article "GB24353-2009 Risk Management Principles and Implementation Guide", use the FSA and its corresponding theory and method. The paper Focuses on the important factors, waterways navigation safety, docks, anchorages, and different ships to analysis the risk status, and uses surveys and historical data and systematic processing of data and statistics, to fully identify the composition of these important factors Zhoushan area navigation safety hazard its causes and the consequences. By identifying the frequency of dangerous consequences of qualitative and quantitative analysis, the paper uses semi-quantitative risk matrix and unascertained measure model to identify high-risk areas and the impact of the key risk factors, and researches the relationship between the high-risk areas and key causal risk factors. Finally, for high-risk areas and key risk factors, the paper presents the overall management and supervision of the program measures.
