Occurred in the port navigable waters ship fire, explosion, leakage, stranding and other accidents can easily lead to contamination of the marine environment and property losses, but also a serious danger to life safety, seriously affected the normal operation and the rapid development of the port community, it is the need to strengthen cargo ship management in ports and other navigable waters.
