As China’s economy continues to develop, continue to accelerate the process of industrialization, the domestic demand for oil, natural gas and other resources continues to increase, which led to the development of the cargo ship transportation, making cargo transport ship and its maritime traffic in constant increase. In this regard the relevant units to take active measures to deal with the cargo ship as the focus of regulation, but the incident caused such a ship still occur. Occurred in the port navigable waters ship fire, explosion, leakage, stranding and other accidents can easily lead to contamination of the marine environment and property losses, but also a serious danger to life safety, seriously affected the normal operation and the rapid development of the port community, it is the need to strengthen cargo ship management in ports and other navigable waters. Establish and improve the rational management mechanism, the need for liquid cargo ship navigation environment as a precondition for scientific evaluation, adopt appropriate measures in accordance with the results, really protect the transportation and security of cargo at sea ports.Based on the study on the basis of the extensive literature on learning and integrated, comprehensive analysis of the cargo ship port traffic environment, safe from environmental factors, analyzes potentially unsafe and reasonable choice, Establish a more scientific evaluation system security; on cargo ship port traffic environment evaluation methods for safety assessment introduced by consulting experts, finalized using a Bayesian network method, and Bayesian network analysis software GeNIe be built mold, to achieve the overall evaluation; and finally the model established in this paper to be practical, results show that Bayesian network evaluation is feasible and can be based on a reasonable evaluation of the results, targeted improvements, to improve port security waters the level of great significance.
