The Qushan port has become Zhoushan water-and-sea coordinated transport service center very import construction of bulk cargo transportation and processing because of its unique geographical advantage and deep shoreline resources.The Qushan port has planned to construct She-Yimen work zone,south of Qushan work zone,Shulang Lake work zone and Huangze Ocean work zone.At present,the Qushan port Shulang Lake work zone has built one unloading wharf and one loading wharf.Unloading wharf can berth 400 thousand tons of bulk cargo ships.In September 23 2016,400 thousand tons ship “Foresight Ocean” full of Brazil iron ore berthed in Shulang Lake unloading wharf for the first time,marking the south of the Yangtze River in China berthing the world’s largest ore ship for the first time.The Qushan port will berth more international large ore carriers and bulk-cargo ships with its constant construction.Traffic accidents occurred easily due to the surrounding complex navigation environment.North exists the main channel of Yangshan Port.South exists the main channel of Daishan Port.The Qushan port is full of small ships and fishing boats.Therefore,the research on ship navigation safety in Qushan port is very necessary to be carried out.The purpose is to evaluate risk factors and put forward countermeasures and suggestions for the development of Zhoushan water-and-sea coordinated transport.In this paper,firstly,the Qushan port and nearby waters’ environmental status has been explained on the basis of the investigation.The port location,meteorological and hydrological conditions and the traffic flow have been analysed.Secondly,the minimum width and water depth of the large bulk carriers are calculated by using the general layout design code of the harbour.The countermeasures and suggestions are put forward for waterway construction and safe navigation of large ships.Then according to the basic principles of safety system engineering,research and analysis have been completed form human factors,ship factors,environment factors and management factors four angles.Eighteen basic risk factors which affect the safe navigation of ships are determined.The fuzzy comprehensive evaluation and expert evaluation method are used to analyze the risk factors’ significance.Finally,many countermeasures have been put forward such as strengthening the diversity of propaganda to enhance the safety awareness of crew,strengthening crew training to improve business level,improving the waterway conditions to create a good navigation environment,strengthening the construction of the management system and increasing law enforcement efforts,giving play to the organization and coordination of the trade associations to protect the basic interests of crew.
