With the rapid development of the global economy, the multipolarization of energy is accelerating. An increasing number of people have recognized that the coordination of society, environment, energy and economy is the key to sustainable development. Natural gas is a form of clean energy, whose demand has been increasing in the past several years. Liquid Natural Gas is hazardous liquid bulk chemical, with characteristics of easily being polluted, generating great danger after leakage and explosion. Compared with other ships, LNG carriers have their own specialty in explosion, fire, pollution prevention. A series of LNG terminal in Western Shenzhen waters have been built or are under construction, and that will bring great impact on the navigation environment and safety of ships. Faced with this situation, it is of practical significance to assess the navigation risk of LNG carriers in the water area and take safety measures accordingly.As a systematic, structured method of risk assessment, formal safety assessment (FSA) method is used to help decision-makers develop practical rules and provide risk prevention or control schemes. FSA method can not only be used after an accident as analysis afterwards, but used to analyze the possibility of potential risk to prevent danger in advance. This thesis applies FSA method to LNG carrier navigation safety in Western Shenzhen Port and aims to obtain the risk indicators and the degree of danger. According to the assessment results, it proposes recommendations on navigation safety of LNG carriers in Western Shenzhen Port water area and provides a scientific basis and decision reference for maritime authorities to improve the navigation environment and traffic safety.The thesis is composed of the following five chapters. Chapter one deals with the main purpose, significance and methods of the study. Chapter two introduces the navigation conditions in Western Shenzhen water, including port, channel, and the characteristics of LNG carriers. Chapter three describes the concepts of safety system engineering, safety assessment, formal safety assessment and fuzzy comprehensive assessment. Chapter four applies FSA method to the study on the assessment index system and builds. Chapter five builds assessment model of LNG carrier access and engrass Western Shenzhen water area. Based on the assessment results, management planning and control schemes are proposed to enhance the LNG carriers' navigation safety in the water area. Chapter six summarizes the thesis and presents the deficiencies of the thesis.
