The Dalian sea area is selected as the research object, making the accident emergency plan for oil tankers in the area, so that the accidents can be deal with quickly and effectively, ensure the maximum protection for the environment and property.Taking the example of a major of tanker spill accidents at home and abroad, stating the serious harm of the spill oil for the sea and the importance of effective emergency plans. In addition, the reasons of oil tanker accidents in the area of our country have been summarized and classified, and explicit the accident reasons.Through the introduce of the Dalian sea water traffic conditions, such as the aids to navigation, water traffic regulation and traffic conditions, etc, the situation of this region is present. After the classification study to the Dalian sea accident reason, the particularity of the accident in the area is summarized. Combining the theory of risk assessment and the related data, the risk assessment has been carried out for the coast of Dalian, two high-risk areas were conducted, and the cause of the accident in high risk areas was explained.This article also introduces the tanker accident emergency disposal and rescue methods, getting the rescue technology, rescue equipment to the marine accidents and rescue methods to the accidents of oil tankers, and what should be done when the tanker accident damage to the environment. Based on the work mentioned above and the existing emergency disposal and rescue resources in Dalian sea area, tanker accident emergency response plan was made in accordance with the area. Through the plan, a reasonable and clear working process for the tanker oil spill accidents in Dalian sea area could be provided in future, and could be offered a reference of the emergency plan for tanker accidents in other sea areas.Finally, by summarizing the research results and deficiencies, this essay offers a prospect of the research direction in the future so as to find the max-optimized plan to tankers accident emergency, provides a scientific theory basis for the pollution controllers and protectors and protects the marine environment and people’s property better.
