The safety and pollution prevention of ship is always a hot issue in shipping industry. Ship risk assessment as an important means of prevention and control of ship safety and pollution prevention in the shipping industry has been widely applied. Because of its own characteristics, the hazard of a tanker is often larger than other kind of vessel.Therefore the risk assessment of tanker is particularly important.The purpose of this paper is to make quantitative risk assessment of a typical tanker once its berthing port. In this process, using the management concepts of OCIMF and FSA as the theoretical basis for selecting the assessment factors.Then research the situation of the typical tankers and suizhong-361dock. The research mainly includes the surrounding environment and the protection of sensitive resources, risk identification. Giving a semi-quantitative risk assessment to the dock with the assessment matrix. Finally, assess the daily pollution prevention and emergency ability and given the control strategy.The research about the tankers mainly include the basic information of the tankers and the confrontation of the two tankers around the risk assessment factors. The analysis includes crew management, the ship reliability and maintenance, safe operation of the ship and ship security and emergency management. The tanker and port has been studied and analyzed as the basis for the questionnaireFinally, the BP neural network has been analyzed and learnt Mainly analyzed the basic principle of BP neural network operation and its mathematical model. The issue of the original data normalization, the amount of individual layers and each layer neuron nerve nodes, the selection of activation function and the important parameters of BP neural network have been solved. then its applicability in the risk assessment of ship been proved. Using Matlab software to establish a BP neural network, part of the parameters of the network is determined by the characteristics of risk assessment of ship other parameters was chosen from repeating tests with test data.
