Tianjin port is north port, has a long history in China, strategic position in the national economy play a decisive role is out. With the construction and development of Tianjin port, throughput increases, the increasing of ships in the harbor, called ship becomes more and more complex.The rapid development of maritime transport, on the one hand to promote the country’s economic prosperity, but also affects the coastal national maritime safety during transportation. The water area of a port is a high incidence area of traffic accidents,. So with the Tianjin Port vessel traffic volume rapid growth, but also put forward higher requirements for port and waterway traffic safety at the same time.
