The port of Huanghua, as prominent port of the transportation passageway of coal, has taken on the heavy assignment of coal transportation for power supply, and has been more and more important in national economy. This rapid development, however, has also brought about dense marine traffic problems in and around Huanghua seas, and safety issue is increasingly imminent and top importance. To improve marine traffic safety (MTS) and taking Huanghua's MTS as its subject is the subject of this paper, which has some new meanings, while correctly evaluating the safety and danger degree of the channel environment has prominent science significance, economy worthiness and society value in ensuring improve safety navigation.This paper analyses the factors affecting safety navigation in channel environment of Huanghua port, and establishes the quantitative evaluation level of danger degree based on the related conclusions and results of ship-operating simulation and expert consultations both in and outside China for every evaluation factor on danger degree of the channel environment in port water. It sets the membership function of danger degree on the basis of the quantitative evaluation level for every evaluation factor and a model for its assessment by fuzzy comprehensive assessment which has been applied to evaluate danger degree of every channel, and further assess the danger degree of the whole channel environment, and analyses and evaluate the danger degree of the factors assessing channel safety steering in Huanghua port water, which has practical value for confirming the danger level of the channel and every evaluation factor and providing scientific basis of decision for improving the channel environment in the water area of Huanghua inner port.
