The paper proposed to apply criterion analysis, literature analysis and case study, expounded on the present environment for navigatable area of the sea area of Shantou. The paper presents the framework and the scope of the safety management of traffic, which derived from the connotation and extension of vessel safety. The author focuses on the elements and principles of study in this field, presents the safety assessment measures.The safety status of the traffic management is right now the priority of the government and layout of the sea area, the study exerted the theories and fundamentals of traffic transportation, used the vessel area, navigation channels. Traffic flows, navigation establishments, communication carnet, charge equipment, alarm system, emergency equip, navigation clues, service institutions as the keys, seted out an assessment and programming of the sea area.
