The Yangtze River is the largest inland river in China,and the main line of the Yangtze River is the most important east-west axis for the development of China,s land and space.The Yangtze River has an important strategic position in the overall pattern of regional development.With the completion of the three Gorges Water Conservancy Project and the gradual appearance of the role of the Yangtze River Golden Waterway,the advantages of large volume of water transportation,low cost and low energy consumption promote the economic development of the region,and the construction of Chongqing Shipping Center in the upper reaches of the Yangtze River is speeded up.Shipping capacity,waterway freight transport presents a high-speed growth trend.At the same time,the shipping environment of Chongqing section of the Yangtze River is changed constantly:the number of bridges,cables,pipelines and other river crossing buildings are increasing day by day.and the number of ports and wharves is increasing,sand mining,dredging and other underwater activities are becoming more and more frequent;As well as regular water storage in the three Gorges Reservoir area,alternate changes in the tasks of flood control and storage,navigable conditions such as channel width,water depth,water potential flow pattern,obstruction of navigation,etc changes obviously.The visibility,fog,strong wind and other bad weather in Chongqing'section of the Yangtze River have taken on new forms of expression.Severe weather,such as strong winds,has taken on new fonms of expression.The joint action of various influencing factors has restricted the construction and development of the golden waterway "smooth,efficient,safe and green,in the upper reaches of the Yangtze River in Chongqing.It is of great practical significance to carry out the evaluation and study on the factors affecting the navigation environment in the Chongqing section of the Yangtze River.It is of great practical significance to enhance the navigation function of the Chongqing section and to realize "safer navigation and cleaner waters".From the point of view of safety system engineering,taking the safety evaluation of navigation environment in Chongqing section of Yangtze River as the subject of this paper.The paper analyzes the factors affecting navigation environment,and makes use of the system analysis method combining qualitative and quantitative analysis.Combined with the analysis of the water traffic safety accidents that occurred in the last eight years,referring to a large number of relevant documents and using the relevant achievements of other scholars for reference.On the basis of investigation,inquiry and discussion of the actual operators of the ship,the index evaluation criteria of each evaluation factor are analyzed and drawn up.The fuzzy comprehensive evaluation method in fuzzy mathematics is used to select the ridge function which is in accordance with its variation.The membership function is established through continuous revision.The weight value of each factor is calculated by using binary ordered comparison method combined with investigation,and the fuzzy operator is calculated by weighted average method.The mathematical model of fuzzy comprehensive evaluation is established by synthesizing the above analysis.The model is used to evaluate the safety of navigation environment in the natural section,backwater change area and reservoir area of the Chongqing section of the Yangtze River.Combined with the investigation and analysis in the writing of the paper,the author puts forward some suggestions and measures to improve the safety of navigation environment in Chongqing section of the Yangtze River trunk line,which is helpful to maritime management,channel dredging and the method of scientific decision making in the production of waterway transportation enterprises,and it also provides a better evaluation mode for the study of the safety of other inland navigation environments,which is of certain practical significance.
