| Electric power industry is the pillar industry of our national economy; therefore, our country attaches great importance to the construction of power grid projects and facilities. China’s electric power industry has entered a period of rapid development in the history since the Outline of the Tenth Five-Year Plan, the scale of power grid, power generation, power generation installed capacity, wind power installed capacity are ranked first in the world, the overall technical level of power industry has entered advanced ranks in the world, the electric power industry in general has been changed from "big" to "strong". The construction of the power transmission projects has a very important significance to guarantee the stable development of national economy and people’s life in an orderly manner. However, for a long time, the level of power transmission project construction management of our country is very low, management is very backward, these led to the construction quality of power transmission can not be further improved, seriously affecting the economic power of enterprises. At the same time, after revised and improved constantly, the current power transmission quality project selection methods can be objective, impartial, scientific reflection of construction of power transmission project, which has the following two advantages: First, the assessment of the project is comprehensive, and the examination content is detailed. Second, the qualitative and quantitative indicators combined. However, its shortcomings are even starker: The work of assessment is complicated, time-consuming and difficult to evaluate. At present, the China State Grid Corp is promoting standardization management system of the power transmission project, and supports the power supply enterprise to create high quality project of power transmission actively, hopes to improve employees’ level of project management, strengthens the level of construction management for power supply enterprises, enhances economic and social benefits of power supply enterprises.Based on this, the paper takes "Yudaokou – Huayu 220 kV volt transmission line project" of Chengde power supply company as an example, this paper studies two aspects: one is standardization management system of the power transmission project and its implementation, the other is excellence evaluation of the power transmission engineering.Firstly, this paper introduces the standardized management system and high quality project of power transmission and transformation project, clears the relationship, the means and the methods between project management, security management, quality management, cost management and technical management. Then the paper studies the systems engineering theory and system evaluation methods, focusing on the AHP and fuzzy comprehensive evaluation method. Finally, this paper summarizes the specific measures of the standardized management system applied in power transmission and transformation project, and applies the AHP and fuzzy comprehensive evaluation method to assessment the Yudaokou- Huayu 220 kV volt transmission line project. It has a certain role in order to improve the management level of power transmission project. |
