Security as the main line of operations work, runs through the entire process of the railway transportation is the eternal topic for the railway staff. In recent years, with the rapid development of high-speed railway, the operating mileage is the first in the world, while the size of wire mesh is also increasing. However, while people in the country for high-speed railway’s leapfrog development cheering, high-speed railway operational safety issues have also been put on the agenda. Due to the high-speed rail system is large and complex, involving the car, machines, labor, electricity, vehicles and other departments, therefore, risk sourceis also increasing in personnel, equipment and the environment. In response to emergencies during the high-speed railway operations, this paper, identified risk factors and early warning research for the process of high-speed rail operators, using a systematic approach to identify risk factors and establishing a risk factors index system, and analyzing its correlation, determining the most influential factor and constructing a alarm management system for its. This provides the actual theoretical reference and application significance for to further protect the safety of the high-speed rail operators. Research work of this paper includes the following aspects:(1) Construction of a high-speed rail operations process safety- chain model. Based on field research and analysis in Taiyuan Railway Bureau to determine the definition of high-speed rail operations and safety goals, at the same time, based on the analysis of High-speed railway running process to establish a high-speed railway safety chain model from the base line, run the scheduling and operational control of the three aspects. And this paper conduct a detailed for the four elements(dispatch center line based train control center, the train system) of high-speed rail security chain model to determine the safety chain nodes in each unit, thus further proposed high-speed rail application security chain model.(2) Analysis of safety risk factors during the high-speed rail operations process and establishment of a security risk index system. Based on security chain model, through HAZOP analysis, from human- Equipment- Environment –Management four aspects, this paper analysis and determined safety risk factor during High-speed rail operations process,while the use of rough set theory to attribute reduction and extraction for the security risk factors and ultimately build high-speed rail operations process safety risk factor index system..(3)Analyzing correlation between factors of high-speed rail operators Process Safety Risk Index. For safety risk factor index system to design questionnaires and obtain the sample data, and through reliability and validity analysis to determine the suitability of the sample data, and finally quantified using structural equation modeling analysis, determine the correlation between unit and high-speed rail operations process safety(4) Building a Train Control Center Alarm Management System. This article, builds a early warning and management system,On the basis of analyzing the basic mechanisms of the security warning, from early warning and warning countermeasures content, discuss the workflow of High-speed rail train control unit Alarm Management System, At the same time from the perspective of effective and failure to discuss the mode of operation of the train control unit warning management system, providing a theoretical basis and practical significance for the practical application of early warning management.
