Shandong province is an economic province with the population of nearly 90 million, but the per water resource only one sixth of the national. The water shortage problem has become the the main restrictive factors of the social and economic sustainable development. The Yellow River is the main guest water source of Shandong province. In order to adapt to the requirements of social development and relieve the contradiction between supply and demand of water, Shandong province has continued to build the plain reservoir about 700, although it guarantee the seat of drought in Yellow River diversion area, but because the reservoir water management of Yellow River diversion reservoir are undeserved, there are many problems about the water quality. These problems threaten the water supply security for water quality in the Yellow River area.In this text, we take Queshan reservoir of Jinan as a typical demonstrantion plot. Queshan reservoir located at the Yellow River north shore in Jinan northern areas. This reservoir operation in May, 1999, covers an area of 9,000 acres, which the maximum capacity is 46 million cubic meters and 6.7 million cubic meters for death capacity. It quotes from the Yellow River to providing water resource for Quehua water plant. The water plant supply capacity was designed of 400,000 m~3 one day and the actual supply capacity was 400,000 m~3 one day, but the actual water supply about 230,000 m~3 one day. At present the reservoir inventories is 3,2190,000 m~3. This text is researches with water quality risk evalution model based on the fuzzy mathernatical theory, emergency preplan is made after synthesis analysis to support the water safety ensurance for downstream area of Yellow River. The detail content and research result are as below:1. This text introduced the basic situation of Queshan reservoir, including geographical position, topography condition, climate and meteorological conditions, the basic process of Queshan reservoir. We collected the development situation of economy, society of related surrounding areas and investigated the properties of local vegetation, effective irrigation area and the cultivated land area and crop composition. Analysed and found the main factors that influence the water quality of Queshan reservoir, and on this basis rendered the map of risk source distribution.2. On the basis of survey and analysis the original monitoring data, using the attribute reduction by the improved algorithm of discernibility matrix to the reservoir water quality index, then streamlined objective several environmentally quality composite index. And establish the QueShan reservoir water quality risk identification model based on the principle of lattice closeness degree, and applied it to the five samples, the results are in good agreement with the actual.3. Instituted security standards and pre-warning degree, based on drinking security requirements of Qeshan Reservoir. Established a general security evaluation and pre-warning system on water quality, which weighted by improving Group AHP, based on matrix of fuzzy relation. Through evaluates the security conditions of five samples in 2008 and 2009, anticipated security degree for future risk warning, which proved to be corresponded with the practical situation.4. On the basis of Queshan reservoir water quality risk identification, the text gived us the preventive measures and protection system for Queshan reservoir water quality risk. Comprehensive analysis of the basic information of the reservoir tomake a water pollution accident emergency response for Queshan reservoir, it includes prevention measures, disposal measures and the basic method for emergency treatment, which provides the basis for Queshan reservoir risk management.5. The computer technology, the theoretical model and the measured data, the historical experience and expertise knowledge was used to establish the water quality risk identification and pre-warning system in Queshan reservoir, which integrated risk source identification technology and water quality online real-time monitoring and pre-warning technology.
