Abstract/Summary:
This year marks the 40 th anniversary of the reform and opening up.China’s industrial technology,economic level,population size and urban size have all been rapidly developed over the years.At present,the level of urbanization in China is close to 60%.In the second stage of the "northam curve",the level of urbanization still maintains a rapid growth trend.Resource demand brought by the rapid development of urbanization and configuration,the urban environmental pollution,ecological protection,sustainable development and other issues are also increasingly prominent,the supply ability of urban public service facilities and urban governance ability put forward severe challenges.China entered the "era of NIMBYism" in 2013,and the United States entered the "era of NIMBYism" in the 1980 s,more than 30 years before China.On the one hand,with the acceleration of the urbanization process,the demand for NIMBY facilities such as waste transfer stations,waste incineration power plants,landfills and sewage treatment plants is increasing.On the other hand,along with the arrival of the era of media,the public have a complete knowledge system with strong ego to protect consciousness,actively use nearby convenient media transmission way and the huge pressure of public opinion and other measures to resist negative externalities from the facility.It is based on the contradiction between the indispensability of NIMBY facilities and the inevitability of NIMBY problems,combined with the opportunities and challenges of urban management in Changsha during the 13 th five-year plan period,that this paper develops the discussion.This paper is divided into five chapters.The first chapter introduces the research background,research purpose and significance,research object and content,research method and structure of the paper.The second chapter first analyzes the concept and connotation of NIMBY effect and facilities.Secondly,the related theories of garbage collection and transportation system and refuse transfer station are expounded.Finally,starting from the site selection theory,the paper mainly introduces the site selection of refuse transfer station.The third chapter through to the waste transfer station in Changsha,in-depth research,from two aspects of waste transfer station present situation and the spatial layout is analyzed,and summarizes the existing main problems and shortcomings.The fourth chapter focuses on the summary ofChangsha waste transfer station building space environment design technique,from the waste transfer station’s location,architectural design,landscape design and environmental protection measures four angles in-depth research.The fifth chapter focuses on the optimization strategy of waste transfer station,and puts forward the principles of building compensation measures in combination with the relevant contents in the "13th five-year management plan" of Changsha city.Then,the optimization strategy is proposed from two aspects: the optimization of indoor space environment and the optimization of outdoor space environment.Finally from the total plane design,plane design,elevation design and landscape design focuses on analyzing four perspectives of Changsha new garden waste transfer station,waste transfer station for the architectural space environment design to provide the reference basis.
