The put-forward of this paper is mainly researching the related mode of three provinces in the northeast of highway ETC network operation.This paper, which is from the point of view of planning and designing and in line with economical, practical, rationality principle, and through the feasibility analysis of the implementation of three provinces in the northeast of highway ETC network operation, and combining related mature technology of the ETC at home and abroad, mainly makes a deep research and discussion to carry out the network business management mode and fund settlement mode. On the based mode of existing charging management and settlement of Liaoning, Jilin and Heilongjiang provinces highway, and with the principle of the full integration of resources, improve efficiency, reduce capital investment, it puts forward the operating funds split settlement scheme of three provinces in the northeast of highway ETC network, and gives the process of provincial and provincial capital settlement.According to the highway ETC network operation project of three provinces in the northeast, which aspects mainly from the existing network environment, the provinces’management mode and relevant key technology and so on, put forward the solution that the highway ETC network operation of three provinces in the northeast should take temporary operation management mechanism established for construction and operation of the initial related major decision consultation to solve the problems.
