In order to solving the problem that traffic is becoming more and more crowed day by day and the transmit capability of road net can't satisfy the demandof improving transmit capacity, It has taken so many technologies which including information technolo-gy, electronic technology, automatic control, computer science, network and so no to solve the traffic problem such as America, Ja-pan and Europe. Until in the earlier 1990's, the modern Intelligent Transportation System comes into being. Intelligent Transportation System or ITS, is an effectively tra-nsportation management and control system using in great range a-nd orientation which integrateadvanced information technology, ele-ctronic technology, automatic control, computer science, network te-chnology and all kinds of other advanced technologies synthetically applying to the whole traffic architecture. It includes several subs-ystems and integrates road, driver and vehicle reasonably and stre-ngthens them relationship. The driver can know the information of traffic roads and vehicle and choose the optimum road to arrivaltermini safely and economically by intelligent technology. Meanw-hile administrator can collect the information of the vehicle, the d-river and traffic road really improving efficiency of management in order to take full advantage of traffic sources. This paper is made up of seven chapters. Chapter one introduces historic background of ITS, international and domestic status, relative technology and research field. America Transmit Department formally published "NationalITS Plan" in May 1995, and clearly prescribes seven base systems and 29 subsystem. Japan divides ITS development to four phases. Phase One (about 2000 year): The original phase of ITS. Inthis phase, the transportation information mainly provided to Vehi-cle information and Communication System (VICS) and relative s-ystem. The information of traffic jam and the optimum road provi-de to the vehicle system in order to reduce the time of travel and improving comfortable. Phase Two (about 2005): The evolution phase of ITS. Traffic system will reform through inducting user service idea step by st-ep. ITS provides information of termini and public traffic directly to user. Phase Third (about 2010): ITS will be pushed on more adva-nced standard. Base establishment, Vehicle system, low and socie-ty will make it become a firmed system. Phase Four (after 2010): All systems of ITS are applied, ITShas come into mature phase. Until 2015, the accident will reduce to 50%, meanwhile relax traffic jam effectively, and reduce thepollution of environmental ITS developing is not late in China. ITS have come into bei-ng in many places. Our nation always thinks it very important that constructing of base traffic establishment and traffic management.Building traffic information is one of the four fields that national traffic department confirmed "tenfive" plan. National Plan Officeand Science and Technology Department published "priority devel-oping hightech key field in 2001" pointed out that ITS is one of them.
