The charge of truck in Chinese highway road uses toll-by-weight mode at present. Theexisting toll-by-weight mode uses static or low-speed weighing, manual charging, with muchtime-consuming, low weighing accuracy and reliability, it always leads to congestion of thetoll station, affects the efficiency of the toll station seriously.So,this paper relied on the coalheavy loading Zhunxing (Zhungeerqi-Xinghe) highway projiect, proposed the ElectronicWeigh Toll Collection (EWTC) system, and planed to implement on the Zhunxing highwaystarting and terminal point toll station.This system combined Electronic Toll Collectionsystem (ETC) with Weigh-In-Motion (WIM) system,realized the weighting vehicles chargingin motion, and promised the weighing accuracy (error≤±2.5%) and speed (about30km/h),itgreatly reduced residence time of the vehicle at the toll station,and improved efficiency of thetoll collection service. This paper expounded the technology of EWTC system, andresearched the application of this system in Zhunxing highway. The main contents are asfollows:(1)This paper described the structure and functions of EWTC system, investigated andanalyzed the commonly used Weigh-In-Motion sensors to determine the most suitable sensors.According to EWTC system requirements, this paper proposed two kinds of toll lanes,compared their advantages and disadvantages to choose the best layout scheme.(2)This paper researched the layout of Zhunxing highway starting and terminal point tollplaza, and explained the toll station system implementation process.(3)This paper did OD Survey and traffic volume obserbation in Zhunxing highway areasto estimated the characteristic year traffic volume.On the basis of the estimated traffic volume,this paper also analyzed the affection to the toll station capacity using EWTC system.(4)This paper introduced major equipment construction methods and requirements,pointed out the problems may arise in the implementation of EWTC system and proposedsolutions.
